António Costa Silva is Minister of Economy and the Sea, XXIII GOVERNMENT - PORTUGUESE REPUBLIC

Was a professor at IST (Instituto Superior Técnico de Lisboa) where he did his aggregation in Planning and Integrated Management of Energy Resources. He graduated in Mining Engineering from the Instituto Superior Técnico in Lisbon, took his master’s degree in petroleum engineering at Imperial College (University of London) and his Ph.D. at the Instituto Superior Técnico and Imperial College.

He is Chairman of the Executive Committee of the PARTEX OIL AND GAS Group. PARTEX.

From 2001 to 2003 he worked at the French Petroleum Institute (IFP) in Paris, in its corporate arm (BEICIP-FRANLAB), as Director of Reservoir Engineering and Director of Operations. He was responsible and coordinator of the technical teams that executed projects in some of the largest oil and gas fields in the world.

In 2002 he was selected by the International Court of the Stockholm Chamber of Commerce as the international expert in charge of resolving the legal and technical dispute between two of the world's largest oil companies in an offshore field in the China Sea.
