Rogério began his third term as President of APDC on 4 April 2019, having been President of the Association since January 2013. His professional career has always been linked to Information and Communication Technologies. He was an assistant and professor at IST between 1981 and 1994. At Novabase, he was a director since 1994, Chairman of the Board of Directors between 1998 and 2015, having accumulated the functions of Chairman and CEO between 1998 and 2009. He has a degree in Electrical Engineering, a Master's degree and a PhD in Electrical Engineering and Computers from IST, and also developed his activity as a researcher at INESC (1984/94), where he was responsible for the Information Systems Group. He is currently a Member of the Management Committee of the CMU/ Portugal Program, a Member of the Order of Engineers, of the Engineering Academy and of the Portuguese Institute for Corporate Governance. He was awarded by the President of the Portuguese Republic, Jorge Sampaio, as Grande Oficial da Ordem do Mérito Agrícola, Comercial e Industrial, in the class of Industrial merit, in February 2006.
